It was followed by Marie-Jeanne Campana, Professor emeritus at the University Paris X Nanterre, which presented a portrait of the regulation in Europe, by accentuating the failure of the attempts at creation of “super regulators” at the European level by quoting the very recent example of the rejection by the Council of Ministers Europeans of the creation of a European entity of regulation of telecommunications charged to supervise the national organizations of regulation.
