Fourth edition of the Forum of the regulation

 The fourth edition of the Forum of the regulation, organized by the University Sheik Anta Diop (UCAD), in partnership with the Agency of regulation of telecommunications and stations (ARTP) was held on December 16, 2008 on the topic “the Community regulation in CEDEAO space: stakes and developmental perspectives”. Within this framework, Professor Abdoulaye Sakho, President of the Council of regulation of the ARTP, made a talk on problems of the regulation of telecommunications on the scale under regional in West Africa.

It was followed by Marie-Jeanne Campana, Professor emeritus at the University Paris X Nanterre, which presented a portrait of the regulation in Europe, by accentuating the failure of the attempts at creation of “super regulators” at the European level by quoting the very recent example of the rejection by the Council of Ministers Europeans of the creation of a European entity of regulation of telecommunications charged to supervise the national organizations of regulation. On its side, Mactar Silla, Managing director of Cameronian private channel STV, made a vibrating plea in favour of independent and strong national authorities of regulation in order to avoid the drifts noted for the attribution of the frequencies of radio and television. |
