eAccess deals with the demand side of eGovernance. It represents the critical prerequisite to empower citizens through eGovernance, particularly the poor, women, and youth, to actively participate in governance processes and gain from eGovernment services. eAccess covers the two dimensions of physical connectivity in terms of necessary ICT infrastructure on the one hand and eLiteracy, i.e. the human ability of making use of this technology on the other side.
Connectivity
To provide connectivity to the masses the concept of telecentres in its numerous variations has received most attention. Shared community centres provide access to the internet and are often combined with training initiatives or government service centres.
Furthermore, the rapid increase in mobile phone usage opens new opportunities for widespread ICT connectivity benefiting more citizens of ICT including marginalized groups in rural areas.
eLiteracy
The development of eLiteracy plays a critical role in eGovernance impact. In the design and implementation of training initiatives the dimension of target group has to be considered carefully, in order to assure that eGovernance contributes to overcome existing inequality in access to political processes and public information and services and not to further strengthen them.
Six District Business Information Centres will provide rural businesses and those who operate them with integrated solutions, instruction in technology and entrepreneurial skills, and Internet access.

Call for the development of the universal access to the TIC

At the conclusion of with the workshop of sensitizing and dialogue organized by the Institute Panos West Africa (IPAO) on the topic “universal Access to the TIC and democratic governorship in Senegal” of the 16 at December 18, 2008 in Dakar, a call for the development of the universal access to the TIC for reinforcement of the communication citizen and the governorship in Senegal was launched in direction of the political decision makers, the members of Parliament, the town councilors and the leaders of opinion, the private sector and the organizations of the civil society, the media and the academics. The object of this call in particular aims at claiming the starting of the activities of the Development funds of the universal service of telecommunications (FDSUT) envisaged by article 9 of the law n° 2001-15 of bearing December 27, 2001 Code telecommunications and whose operation is organized by the decree n° 2007-593 of May 10, 2007.
On December 17, 2008, the National Assembly received a batch of 170 computers including 100 offered by the European Union (EU) and 70 the presidency of the Republic. This equipment should in particular be used for the installation of a network Intranet as well as the generalization of the access to the Internet in all the space of the Parliament thanks to the Wifi system.
